VALLETTA — The Prime Minister’s Office quietly issued a decree today requiring every balcony in Valletta, Marsaxlokk and Ħamrun to display three items at all times during festa season: a rolled-up towel, a rosary and a municipally sanctioned plate of pastizzi.

Officially ‘Calibrating Passive-Aggression’

The PMO said the items are a simple, standardised language for neighbourly behaviour. The towel signals mild annoyance. The rosary signals moral superiority. The pastizzi signals either an olive branch or premeditated theft, depending on how much it costs.

Mr Attard produced a two-page pamphlet explaining the new scale. “If your neighbour hangs a towel at 9:00, you respond with a rosary at 9:05. If they place a pastizzi at 9:10, you either collect your dignity or your pastizzi,” he said, using the technical term ‘collect’. “Iva, it’s science. Uwejja, but good science.”

Municipal officers in the three towns will issue stamped paper plates for pastizzi to prevent counterfeit conciliatory gestures. The Planning Authority will audit towel roll thickness to ensure uniform floppiness. Failure to comply could result in a €50 fine, or, for repeat offenders, placement on a ‘blacklist’ published in the festa brochure.

Locals reacted with the calm fury Valletta residents reserve for over-polished cobbles. “I left my pastizzi out and someone stole it,” said Marija from Strait Street. “Was that an insult or lunch? Kemm nafu?”

In Marsaxlokk, fishermen were reportedly confused but cooperative. “We used to hang nets, now towels,” said Tumas il-Fisher. “Rosary is fine. Pastizzi? We will have to ask the wife, she is more diplomatic.”

Critics called the measure performative. A small protest in Ħamrun involved five people, two rosaries and a pastizzi that turned into a bargaining chip. The PMO insisted enforcement is about harmony, not control. “We’re just standardising grudges,” the pamphlet concluded.

At press time, officials were considering adding a standardised hummed litany for roof-level passive-aggression.
